Ryan Bernstein

​Consultant

Ryan has a Master’s degree in Public Health with a concentration in Epidemiology and Biostatistics.

He has 5 years of experience supporting Medicare Star Ratings. He previously worked at a multi-state 4 Star plan in both leadership and analytic roles. Ryan is passionate about leveraging data to inform decision making in support of vulnerable populations.

Ryan spends his free time with his wife and son, coaches CrossFit at his local box, and is constantly in search of the perfect meal.

Nate Lucena

​Senior Consultant

Nate has Master’s degrees in Experimental Psychology and Cognitive Neuroscience/Aging. He spent over a decade researching the neural bases of conditions like schizophrenia and dementia before entering managed care Quality.

He previously worked for Centene Corporation leading Quality Analytics/Data Science, Improvement Strategy, Vendor Management, and Quality RFPs.

In his free time, Nate is an avid runner and enjoys traveling, dining adventures, and red wine.

Jessica Muratore

Senior Consultant

Jessica has a Master’s degree in Public Administration. She spent the first half of her career in the legal field focused on civil litigation where she became skilled in the interpretation of federal and state laws before entering managed care 10 years ago.

​She previously worked for MVP Health Care and Centene Corporation leading Market Performance and Governance, Accreditation, Delegation Oversight, Federal and State Audits (QI, UM, A&G), Quality Improvement Strategy, and Quality Medicaid RFPs.

Jessica enjoys spending time with her husband and daughter, traveling, reading and being outdoors. 

rex wallace

Principal

Rex has deep experience leading and consulting with MA plans, including 10 years dedicated to Star Ratings.

Before founding RWC, he led Star Ratings, operations, and member experience for a multi-state 4.5 Star plan. Rex has helped contracts achieve a full-Star single-year improvement, served as senior advisor to McKinsey & Company, and hosts the Rising Stars podcast where he interviews the brightest minds in Stars.

Rex enjoys reading, hiking, and traveling.

Luis Cerda

Consultant

Luis has a Master’s degree in Economics and 10 years of experience in the Medicare Star Ratings Program.

He previously worked as a Stars Director for the northeast region’s markets at Cigna and at MCS in Puerto Rico. During his tenure at these companies, he helped all contracts improve at least half a Star in 1-2 years.

In his free time Luis enjoys traveling, road trips, and cycling.
